4th Quarter Franchise Permit Fee (FPF) Changes for Nursing Facilities

ODJFS has received approval for the FPF waiver requested pursuant to H.B. 1.   The changes to the FPF have an effective date of July 1, 2010; however, they will impact the payment due for the 4^th quarter of  FY2010 (April 1, 2010 to June 30, 2010) which is due August 14, 2010.  The new FPF is calculated as follows:

1. The franchise permit fee rate for nursing homes described in ORC Section 3721.511(A)(1)(a) and (b) is reduced to zero.
2. Nursing facilities with more than 200 licensed or registered beds that are also certified for participation in Medicaid are assessed a franchise permit fee rate of $12.06/bed per day for the certified beds up to 200 and $9.99/bed per day for certified beds in excess of 200
3. All other beds are assessed at a franchise permit fee rate of $12.06 per bed per day.

This results in an increase of $.05 per bed per day for most providers with less than 200 beds. If you have any questions on the calculation or think the number of beds is incorrect, please contact your HW Healthcare Advisor for assistance.
