Many providers have now received their 1st Quarter FY2012 Franchise Permit Fee (FPF) assessments from ODJFS. As communicated in our last e-blast, the assessments include a refund for overpayment of FY2011 FPF. We have been notified by ODJFS that the refund calculations are not correct. They are aware of the issue with the calculation and plan to send new assessments to all providers by the end of the week. For facilities with 200 or less beds, the refund is $.65 per licensed bed day in FY2011, based on the number of beds reported by ODH as of May 1, 2010. For example, a 100 bed facility will receive a refund of $23,725 (100 beds x 365 days x $.65). For facilities with more than 200 beds, the refund is $.65 per licensed bed day in FY2011 for beds up to and including 200 and $.53 per licensed bed day for beds over 200, based on beds reported by ODH as of May 1, 2010. For example, a 250 bed facility will receive a refund of $57,122.50 (200 beds x 365 days x $.65 plus 50 beds x 365 days x $.53). As a reminder, the FY2012 FPF rates will be $11.52 for beds up to and including 200 and $9.37 for beds over 200. The amount paid in the Medicaid rate is $11.47.
